Personalized support in a home setting, with assistance for daily routines and opportunities to build relationships, confidence, and independence.
Choosing support for someone you love is a meaningful decision. We listen to each person’s preferences, partner with the family and support circle they choose, and help coordinate authorized services that support everyday life, connection, and independence.

Home and Community-based Services (HCS) is a Texas Medicaid waiver program administered by the Texas Health and Human Services Commission (HHSC). It provides eligible people with intellectual or developmental disabilities a range of supports in community settings, such as their own or a family member’s home, or a small group home.
HCS is designed to support eligible Texans with intellectual disability or a related condition in community settings. HCS supports supplement other available services and natural supports, including family and community resources. HHSC determines eligibility, and services must be authorized in the individual’s plan.
People interested in HCS can contact the local intellectual and developmental disability authority (LIDDA) serving their county to ask about the interest list and enrollment process. The timing of an offer depends on individual need, placement date, and available program funding. The LIDDA can guide applicants and families through next steps.

We work with each individual and, as they choose, their family and care team to explore residential, community, daily living, and nursing supports. Services depend on eligibility, the approved plan, and provider availability.

Depending on the person’s plan and provider availability, additional supports may be considered to reflect individual preferences and goals.
Additional waiver services are not automatic or available to everyone. They must meet HHSC program rules, be authorized in the individual’s plan, and be within the provider’s approved service capacity. We will discuss the person’s preferences and confirm which supports can be provided or coordinated.
